Mr Daniel Del Vecchio
Plastic Surgeon MD
Daniel Del Vecchio is a Harvard and Yale trained Board Certified Plastic Surgeon practicing in New York, Boston and in London. He has 20 years of experience in large volume fat transplantation and has published numerous papers on fat grafting to the breast and buttocks. He was the first to describe the quantitative MRI volume maintenance in fat grafting to the breasts. He first described Composite Breast Augmentation, the use of implants combined with fat, now called hybrid breast augmentation by some. He is also the Inventor of the SIEF procedure – Simultaneous Implant Exchange with Fat.
In August 2018, a British patient died during BBL in Turkey, resulting in a Ban on BBL in the UK. Mr Delvecchio has conducted extensive basic science and clinical research and has published multiple papers on the cause of pulmonary fat embolism , using dynamic cadaver studies. He was the first to propose a “subcutaneous only” BBL, he first described the technique of Expansion Vibration Lipofilling, and has recently described a new ultrasound technique called “SIME” – Static Insertion Migration and Equalization.
In April 2022, Mr Delvecchio developed and released New Practice Guidelines on BBL Safety, which one week after publication were adopted by the state of Florida and placed into law. In October 2022, BAAPS revised its previous guidance dissuading its members to perform BBL, citing ‘new evidence’ as to its safety: BAAPS has since issued updated guidance to its members on recommendations on Gluteal Fat Transfer.

Mr Omar Tillo
Plastic Surgeon FRCS (Plast.)
Omar Tillo is a UK based Plastic Surgeon practicing in Central London. He completed dual specialisation in General Surgery then in Plastic and Reconstructive Surgery. His practice in the National Health System (NHS) focused on the trunk and breast reconstruction alongside his private practice. He resigned from the NHS in 2019 to concentrate on optimising his aesthetic body surgery practice.
Mr Tillo has been performing gluteal lipofilling for many years and has evolved his surgical techniques from the traditional BBL and syringe transfers to the more advanced gluteal lipofilling with superficial transfer of fat.
He continued to voice his opposition to the late moratorium on gluteal lipofilling on the basis that denying UK patients the access to trained and qualified plastic surgeons would drive them towards medical tourism and unregulated practices putting them at multiple greater risks and dangers. Mr Tillo continued to offer gluteal lipofilling but kept a constant and close attention to the rapid developments in the field and adopting all up-to-date safety and quality measures and techniques.
He was the first surgeon in the UK to introduce the Ultrasound Scan Guided superficial gluteal lipofilling into the routine and regular practice. Mr Tillo joined forces with the new BAAPS leadership to study the latest scientific evidence on BBL and they produced new national guidelines outlining the safety standards for gluteal lipofilling.
